Guidelines For Building at St. Mary's Glacier
Before taking any steps to buy land for building
a home in the St. Mary's Subdivisions, the following steps
are required:
CONTACT THE ST.
MARY'S GLACIER WATER AND SANITATION DISTRICT. Call
the information services coordinator (Erin Johnson @ 303.567.9493)
to determine the status of existing water and sewer service
to the property. You must find out if water and sewer service
is available to the property. New construction must have a
serviceability report for the proposed construction from the
District Engineer. The information service office will arrange
for a serviceability report. You will receive an application
for water and sewer service or you can print out an application.
At that time, you will be informed of bonding requirements
for new construction and have any questions answered.
Application for service is the first step before
securing permits from Clear Creek County to build in the St.
Mary's area. A letter of intent from the District, in which
the District sets forth its ability to provide service, including
any conditions on service, is required before any County permits
will be issued. Payment of a System Development Fee is required
before a letter of intent is sent by the District to the Clear
Creek County Planning Department.
The St. Mary's Glacier Water and Sanitation
District Rules and Regulations, adopted September 14, 2000,
require that all connections, repairs, modifications, improvements
and disconnections to the District's water and wastewater
systems shall be performed only by a licensed master plumber
or an authorized agent or employee of the District. All construction
work performed at St. Mary's, Winterland, is subject to permitting
requirements of Clear Creek County which has adapted to the
Uniform Building Code (UBC), the Uniform Fire Code (UFC),
the National Electric Code (NEC) and the Uniform Plumbing
Code (UPC). Uniform Plumbing Code, 1997, 103.13 licensing
states: "It shall be the obligation of every person who
enters into contracts for the installation or repair of plumbing
systems covered by this code, for which a permit is required,
to comply with state or local rules and regulations concerning
licensing which the applicable governing authority has adopted."
FOLLOW ALL COVENANTS,
REGULATIONS, STANDARDS AND BMP'S. In addition, St.
Mary's, Winterland Covenants, County planning and zoning regulations,
driveway standards and United States Forest Service Best Management
Practices (BMPS) must be followed to avoid substantial fines
and penalties when attempting to build in this area. It is
PROHIBITED to begin any clearing or cutting of trees, or building
activities before 1) securing water and sewer service; 2)
approval of building plans by the St. Mary's Architectural
and Covenants Committee; and 3] the issuance of permits by
the County Planning Department. Failure to do so may result
in substantial fines and penalties and denial of your application.
SUBMIT BUILDING
PLANS TO THE ARCHITECTURAL COMMITTEE. Your plans must
be submitted to the Committee for approval and must include
a plot layout showing building location and distances from
each boundary line. It is recommended a surveyor verify all
property lines BEFORE ANY CONSTRUCTION BEGINS. Approved architectural
plans will be returned within 48 hours to the homebuilder.
A copy of the St. Mary's or Winterland Covenants will be made
available from the persons identified below and must be signed
by the homeowner and returned to the Committee; Erin Johnson
(303.567.9493).
OBTAIN BUILDING
AND DRIVEWAY PERMITS. Building and driveway permits
must be obtained from the Planning Department of Clear Creek
County BEFORE CONSTRUCTION BEGINS. County Planning Department:
